Cet article présente un diagnostic des principales caractéristiques de la population vivant dans la région centrale de la ville de São Paulo, qui a connu un processus intense d’urbanisation et, par la suite, de dégradation et de vidange, à mesure que le centre économique de la ville s’est déplacé vers d’autres régions. L’analyse se concentre particulièrement sur le contingent de jeunes et d’adolescents en situation de vulnérabilité et de risque social et sur leur besoin de soutien institutionnel, notamment en ce qui concerne les qualifications et l’accès au marché du travail. Dans un premier temps, une analyse théorique est faite des prémisses de l’urbanisation et de ses conséquences sur la détérioration d’une région et l’exclusion sociale de nombreux habitants, ainsi que du rôle des politiques publiques d’inclusion sociale dans le développement socio-économique local. Il aborde ensuite la question du travail des jeunes sur le marché du travail brésilien, en particulier dans les centres urbains, et certains des principaux projets de loi axés sur ce public, dans le but de fournir des paramètres pour l’élaboration de politiques publiques visant à générer du travail et des revenus pour ces jeunes afin qu’ils puissent entrer et rester sur le marché du travail.
