Cette étude a été inspirée par mon infatigable passion pour les politiques relatives aux réfugiés. Le 19 septembre 2016, l’Assemblée générale des Nations unies (AGNU) a adopté la Déclaration de New York sur les réfugiés et les migrants, qui est devenue le précurseur du Cadre global d’intervention pour les réfugiés, du Pacte mondial sur les réfugiés et du Forum mondial sur les réfugiés (GRF). Aujourd’hui, le monde connaît le plus grand nombre de réfugiés et le plus petit nombre de rapatriés, ce qui encourage le partage entre les États tout en travaillant ensemble à des solutions durables. Le Rwanda accueille des réfugiés depuis les années 1990. Ce travail est l’occasion d’étudier la géopolitique de l’accueil des réfugiés au Rwanda (1996-2021) d’un point de vue socio-juridique, en tenant compte des développements actuels en matière de partage du fardeau que la Déclaration de New York sur les réfugiés et les migrants a mis en branle.
