A través del estudio intensivo de la prensa decimonónica, el libro analiza el ideal de decencia defendido por la élite limeña para mantener privilegios sociales que desde la independencia ya no serían sancionados por la ley. Ese ideal de decencia se haría evidente en el rechazo de la élite a los reglamentos de policía cuando estos obviaban las diferencias sociales, alegando poseer una superioridad moral que les otorgaba inmunidadante la aplicación de la ley. Esta resistencia se haría visible también de manera cotidiana ante los tribunales de justicia y uno de sus vehículos privilegiados de expresión sería la prensa, donde periódicos como 'El Comercio' se transformaron en escenario de arduas disputas judiciales. Todas estas parecen ser manifestaciones de una cultura pleitista promovida por la élite que se sustentaba en la diferenciación social y que tuvo profundas consecuencias sobre el desarrollo de instituciones claves en el proceso de formación del Estado nacional peruano. 10
