La identidad propia de cada territorio deviene hoy, pilar y factor principal para el desarrollo socio-económico. De las transformaciones que tienen lugar en el entramado económico, social y político mundial, ha brotado un nuevo paradigma de desarrollo que valoriza el potencial endógeno. En este trabajo se expresan las consideraciones teórico-metodológicas para la implementación del paradigma de desarrollo de 'abajo-arriba', especificando el surgimiento de la Economía Regional como ciencia, su objeto de estudio de estudio, sistema conceptual. Se abordan temáticas como: la caracterización del nuevo paradigma, los efectos de la globalización en el desarrollo regional y/o territorial; el desarrollo local y la construcción de territorios competitivos e innovadores con especificidad en los sistemas productivos locales y su relación con la globalización tecnológica, el rol del conocimiento contextual en la construcción de entornos innovadores, la tipología de territorios en este contexto. Se ejemplifica la experiencia cubana. Se utilizaron métodos de investigación cualitativos y la experiencia personal del autor como directivo y como profesor universitario. Se ofrecen conclusiones.
