Hasta la llegada al poder del teniente coronel (retirado) Hugo Chávez por vía del voto popular en febrero de 1999, tras fracasar en un cruento intento de golpe de Estado Militar para derrocar al presidente Carlos Andrés Pérez el 4 de febrero de 1992, Venezuela había sido un país receptor de migrantes procedentes de Europa y América Latina.Pero a partir de esa nefasta fecha, que hizo retroceder a la República a etapas ya superadas de su historia en materia económica, calidad de vida, habitacional, cultural, social, servicios de salud, educativos, electrificación, telefonía, agua potable, gas, gasolina, y diésel; infraestructura vial, agroindustria, comercio, seguridad pública, militar, respeto a la propiedad privada, mantenimiento de edificaciones públicas, transporte aéreo, marítimo, terrestre, fluvial, lacustre y subterráneo, servicios penitenciarios, derechos humanos, etc., por primera vez los venezolanos, que antes de la implantación del socialismo del siglo XXI, viajaban al exterior como turistas, para tratarse en los establecimientos hospitalarios de alto nivel científico, los pudientes, claro está, o bien a estudiar pregrados o posgrados en universidades prestigiosas de Europa o de Estados Unidos, ante la debacle socio-económica inducida por el régimen a los fines de pauperizar a la población y facilitar el control colectivo mediante dádivas y bolsas de comidas, que según los expertos médicos, no cubren ni el 10% de las necesidades nutricionales de quienes las reciben.Todas esas calamidades han convertido a millones de venezolanos en emigrantes, luego de caminar millares de kilómetros, exponiéndose a diversos peligros, que van desde la trata de personas, abusos y arbitrariedades de las autoridades, robos, violaciones, a la muerte cruzando caudalosos ríos, cruzando la región del Darién o por parte de criminales e inclusive funcionarios, etc.
