Die lokale Politikebene steht wieder im Mittelpunkt wissenschaftlicher und praktischer Erörterungen. Aktuelle Diskussionen über die Modernisierung 'des' Staates können sich dabei an Entwicklungsprozessen orientieren, die wir aus der Zeit der Industrialisierung in Deutschland kennen. Vor diesem Hintergrund ist wichtigstes Ergebnis dieses Bandes die Herausarbeitung des deutschen Typs der kommunalen Selbstverwaltung, der in seinen Grundzügen bis heute erhalten, aktuell jedoch erheblich gefährdet ist. Daher wählt der Autor als Ansatzpunkt für die Analyse die gegenwärtige Form der Selbstverwaltung. Durchgängig geht er zwei Fragestellungen nach: 1) Welche Rolle spielt die Kommune im Modernisierungsprozeß der Gesellschaft? 2) Wie ist dieser Prozeß unter demokratietheoretischen Aspekten zu bewerten?
