Lo scopo della stesura di questo libro è stato quello di fare una valutazione del sistema di bilancio ruandese e lasciare ai lettori il compito di stabilire se il sistema porti o meno a una gestione efficace delle finanze pubbliche. Il sistema di bilancio nazionale mostra ciò che il governo intende fare durante il periodo del calendario fiscale e come intende finanziare le sue attività. Il libro cerca di valutare queste attività di bilancio e le loro implicazioni sulla gestione delle finanze pubbliche. Lo studio si propone quindi di: valutare la percezione degli intervistati sul sistema di bilancio ruandese in termini di preparazione, esecuzione, rendicontazione e follow-up; valutare l’efficacia della gestione finanziaria pubblica in termini di conformità e pulizia del bilancio e determinare il livello di efficacia della gestione finanziaria pubblica nei ministeri. Le domande pertinenti che hanno guidato lo studio sono state: il sistema di bilancio del Ruanda è percepito come efficace in termini di preparazione, esecuzione, rendicontazione e follow-up; quanto è efficace il sistema di bilancio ruandese in termini di audit di conformità e pulizia; il sistema di bilancio ruandese contribuisce all’efficacia della gestione finanziaria?
