Este livro mostra algumas das formas como a ideologia neoliberal foi utilizada no México para mudar a sua economia rural. O autor empregou diferentes metodologias para examinar como essas mudanças na economia rural mexicana ocorreram, concentrando-se no neoliberalismo: filosoficamente, politicamente e na prática. O autor argumenta que Milton Friedman influenciou o México filosoficamente devido ao momento em que seu impacto sobre o pensamento económico ocorreu. O poder de Friedman coincidiu com a elite tecnocrática formada economicamente no exterior que começou a exercer poder sobre a economia mexicana no início da década de 1980. A elite tecnocrática trabalhou lado a lado com organizações internacionais de crédito, como o Banco Mundial, para colocar em prática algumas das prescrições propostas pela ideologia neoliberal para mudar a economia rural mexicana. Uma das mudanças destacadas nesta tese é o fim da empresa estatal mexicana, Companhia Nacional de Subsistências Populares (La Compania Nacional de Subsistencias Populares, CONASUPO). Por fim, o autor apresenta a sua própria pesquisa sobre duas cooperativas no México que podem ser a chave para capacitar os agricultores rurais a subsistir no contexto de uma zona rural mexicana transformada.
