Il concetto di diritti umani deriva da quello dei diritti naturali di tutti gli esseri umani. La convinzione che ogni persona, in virtù della sua umanità, abbia diritto a determinati diritti naturali è ricorrente nel corso della storia dell’umanità. Essa risale a migliaia di anni fa, dal Codice di Hammurabi alla Magna Carta, dalla Dichiarazione francese dei diritti dell’uomo e del cittadino alla Carta dei diritti fondamentali degli Stati Uniti. L’idea alla base di tali diritti - principi fondamentali che devono essere rispettati nel trattamento di tutti gli uomini, le donne e i bambini - esiste in qualche forma in tutte le culture e società. La dichiarazione internazionale contemporanea di tali diritti è la Dichiarazione universale dei diritti umani. La responsabilità dei governi è quella di proteggere i diritti umani proclamati dalla dichiarazione. In base alle disposizioni dei diritti civili e politici, tutti i governi devono proteggere la vita, la libertà e la sicurezza dei propri cittadini. Devono garantire che nessuno sia ridotto in schiavitù e che nessuno sia sottoposto ad arresto o detenzione arbitraria o a tortura. Diritti quali la libertà di pensiero, di coscienza, di religione e di espressione devono essere considerati diritti umani.
