TRY OUT THE PLANHelp the city build the village that is large enough to hold all the people that have signed up for the recovery program. This is a work program so the people that are too old or handicapped should be cared for by the person responsible, or the city, in a health care environment. Set up a recovery committee and appoint a chairman, and the other officers that will be required. Ask the city to provide everything in equipment and supplies for everyone to use in rebuilding. Contact all the insurance companies and similar financial agencies that have contracts with the people in the block. Each person can contact his or her agent as first contact, and see what their insurance, if any, will cover for rebuilding or replacing their houses. LOCATE THE MONEYJoin with the city controller and locate where the recovery funds are. Each land owner should have his insurance so this should be accounted for and totaled. The owners without insurance should agree to pay what they can to repair or rebuild their houses. When all these costs are labeled and added up, the cost for house rebuilding should be known. The city should estimate the cost of all the block clean up, and roads, that they are responsible for and add this to the sum available. Next is the disaster funds the city has been supplied by the state and federal recovery programs that are still available, and the end result will be the estimated cost to rebuild the nine blocks, take care of the people in a low cost village, and pay a wage to the workers.RECOVERY NO LONGER A DREAMThe village is then erected and the people moved in. The people put to work along with the city’s skilled workers, equipment, and supplies, and the area cleaned up and people moved back in as per the plan. This is only a test of the plan.. Assuming everything works as planned, more blocks are recovered in the same manor but in larger amounts until the city is back to normal. When the other people see that blocks can be recovered at an expense the owners, insurance companies, and city can afford, it should be easy to get other areas to agree to a slight incontinence to get their places back to normal again.
