Depuis la Conférence sur les établissements humains, HABITAT II, organisée par l’ONU à Istanbul, en Turquie, en juin 1996, connue sous le nom de Sommet des villes, un processus a été mis en place pour identifier les actions urbaines qui permettent d’améliorer la durabilité des villes. Lors du sommet HABITAT III, 20 ans plus tard, qui s’est tenu à Quito, en Équateur, en 2015, chaque pays a présenté son rapport national sur les problèmes environnementaux liés à l’habitat et au logement. Corrélativement, les Nations unies ont approuvé le Nouvel agenda urbain (NUA), l’Agenda 2030 pour le développement durable, qui compte 17 Objectifs de développement durable (ODD), dont l’objectif 11 est axé sur les villes et les communautés durables, respectivement. Les ODD constituent donc une feuille de route en soi, un fil conducteur qui peut aider à rétablir les priorités en matière de redressement durable à un moment historique. Créer des dossiers d’évaluation et de diagnostic des ODD dans l’habitat, les villes et le logement, du monde académique pour la société est pertinent, il n’y a pas d’expériences dans ce sens et ouvre de nouvelles voies pour l’innovation et la recherche.
