Este estudo examina o impacto da reforma do governo local (plano de devolução de 2001 do Paquistão) na mobilização comunitária da população local, enquanto a maioria das pesquisas anteriores se concentra no processo de mobilização comunitária. O estudo também revela a variação sociodemográfica do nível de vida entre as zonas rurais e urbanas e as províncias. A análise fatorial exploratória e a análise de componentes principais são utilizadas para a construção de índices de mobilização comunitária e nível de vida durante o período de 2009-10 e 2011-12. De acordo com a nossa análise, os governos centralizados são relativamente ineficientes na alocação de recursos, equiparando o efeito marginal à mobilização comunitária. Além disso, os resultados demonstram que os sistemas de governo local são mais eficientes do que os sistemas de governo central. No entanto, as unidades locais têm um desempenho melhor do que as suas contrapartes. As conclusões sugerem que governos mais descentralizados, participativos e baseados na comunidade local podem melhorar a mobilização da comunidade local.
