A experiência desta sistematização foi implementada no âmbito do Programa da VI Ronda do Fundo Mundial 'Planos Nacionais Multissectoriais: Integração de recursos para a luta contra o VIH e a SIDA', durante o período de outubro de 2007 a setembro de 2012, no Peru.Os delegados comunitários são pessoas que vivem com o VIH ou membros de populações vulneráveis ao VIH.As questões-chave do estudo são: Em que medida as decisões estratégicas tomadas sobre os delegados comunitários e o seu contexto institucional e programático foram explícita ou implicitamente regidas por uma Abordagem de Gestão Social, especificamente orientada para a resposta ao VIH/SIDA no Peru e para o aprofundamento do MIPA? Na mesma perspetiva, até que ponto o que resultou da experiência dos delegados comunitários é o resultado de um processo premeditado e planeado? Para o efeito, a Abordagem de Desenvolvimento Humano, com os seus vários tipos de capitais, foi incorporada ao longo do ciclo, focando o capital humano e o capital social, a participação social e o empoderamento, bem como as decisões estratégicas.
