In Planwirtschaften entschieden zentrale Komitees bekanntlich unter anderem über die Kleider der Leute. Die geläufige Annahme, dass dies auch bei Umweltgütern so sein „muss“, soll mit diesem Buch stärker relativiert werden. Es wird hierfür aus umweltökonomischer Sicht der Frage nachgegangen, was für freiwilligen Umweltschutz von Individuen, Unternehmen und von Staaten spricht. Dabei wird von einem sehr duldsamen bzw. großzügigen Staat („Minimalstaat“ ) ausgegangen, von dem Privateigentum (durch die Beschränkung individueller und unternehmerischer Freiheit) nur insoweit geschützt wird, als dass dessen Schädigung durch externe Effekte noch möglich ist. Bevor das Phänomen freiwilliger Umweltschutz behandelt wird, wird untersucht, was überhaupt für Umweltschutz spricht. Am Ende des Buches werden Schlüsse hinsichtlich Umweltpolitik gezogen.
