In America Latina, a partire dagli anni ’80 e ’90, l’idea del privato è meglio ha permeato l’idea di; Politiche come la riforma manageriale dello Stato, la modernizzazione dello Stato o la nuova gestione pubblica hanno promosso un tentativo conservatore di privatizzazione dell’istruzione. Recentemente sono state attuate riforme educative che sostengono in modo sottile e quasi impercettibile le politiche di privatizzazione endogene ed esogene ispirate a questa riforma manageriale dello Stato e alla nuova gestione pubblica per l’America Latina, incentrate sull’autonomia scolastica, sulla responsabilità, con particolare attenzione alla professionalizzazione della gestione scolastica.
