La investigación explora cómo el ordenamiento jurídico venezolano, aunque reconoce el derecho a participar en la gestión pública, no basta para garantizar una auténtica cultura ciudadana. Desde una mirada crítica, se propone la mancomunidad educativa como un proceso permanente que une escuela y consejo municipal en la formación de ciudadanía activa y consciente. Los hallazgos revelan que la participación suele ser simulada, atada a estructuras verticales de poder y al control de la información. Frente a ello, la mancomunidad educativa se presenta como un camino de transformación: un espacio de diálogo, corresponsabilidad y compromiso colectivo para construir una ciudadanía democrática genuina.
