Ciò è dovuto a numerosi fattori e, nonostante gli sforzi compiuti dal governo e dagli attori non statali per porre rimedio alla situazione, il problema persiste. Ciò è dovuto a fattori socio-culturali che vengono raramente presi in considerazione quando vengono attuati programmi relativi all’acqua, ai servizi igienico-sanitari e all’igiene. Questo libro cerca di individuare tali fattori e, di conseguenza, offre agli operatori del settore e ad altri attori coinvolti l’opportunità di comprendere alcuni dei fattori culturali e sociali che potrebbero ostacolare l’adozione dei servizi idrici e igienico-sanitari.
