Ziel dieser Studie ist es, das Vorhandensein von Moral Hazard auf dem Markt für Zusatzversicherungen zu identifizieren und zu quantifizieren, indem die Nachfrage nach elektiven Arztbesuchen analysiert wird. Diese Studie vergleicht das Nutzungsverhalten zwischen Plänen mit und ohne moderierende Faktoren wie Zuzahlung und Gatekeeper. Zur Messung der Überinanspruchnahme von medizinischen Leistungen wurden Zählmodelle verwendet. Empirische Daten des Betreibers wurden gesammelt, aufbereitet, beschrieben und analysiert, um die aufgestellten Hypothesen über die Wirksamkeit von Selbstbeteiligung und Gatekeeper bei der Verringerung des moralischen Risikos zu testen. Die Ergebnisse zeigten signifikante Auswirkungen dieser beiden Instrumente, die auf eine Verringerung von 0,31 Konsultationen/Jahr für den Effekt der Mitbeteiligung und bis zu 3,89 Konsultationen/Jahr bei Plänen mit Gatekeeper hinweisen. Diese Ergebnisse werden durch die Merkmale der Nutzer in Bezug auf Alter, Geschlecht, Familienstand, Dauer der Mitgliedschaft im Plan und Nutzungsgeschichte kontrolliert.
