Ce travail était très important pour alerter les autorités sanitaires sur la nature du problème. Lorsque l’Organisation mondiale de la santé (OMS) a défini la santé comme l’état de complet bien-être physique, social et mental, et pas seulement comme l’absence de maladie. Ces définitions fondent le concept d’assainissement, en tant qu’ensemble d’actions sur l’environnement dans lequel nous vivons, et l’éducation des populations à en prendre soin, afin de protéger la santé humaine. Ce qui s’est passé à Luanda (Angola) était un déséquilibre dans l’environnement, qui a conduit à la résurgence de la fièvre jaune, qui n’a été surmontée que lorsqu’il y a eu une forte mise en œuvre des soins de santé primaires.
