Ce travail vise à retracer l’évolution des peines dans le monde, ainsi que les lieux où elles sont exécutées, pour aboutir aux prisons d’aujourd’hui. Le projet de loi brésilien 2.825/2003 sera étudié, qui vise à autoriser l’externalisation des activités auxiliaires de l’exécution pénale, comme alternative à l’amélioration des terribles conditions de détention dans les prisons brésiliennes. Enfin, les obstacles qui rendent ce projet inconstitutionnel seront mis en évidence.
