Inhaltsangabe:Einleitung: In Deutschland nimmt der Kostendruck auf die IT-Leistungen erheblich zu, andererseits liegen die Personalkosten weit über dem weltweiten Durchschnitt. Gleichzeitig können manche Anforderungen an bestimmte Qualifikationen gar nicht mehr allein lokal gedeckt werden. Neben der Produktion und dem Marketing gewinnen nun andere Bereiche, unter anderem das internationale Beschaffungsmanagement an Bedeutung. In dieser Situation werden immer mehr Unternehmen die Möglichkeiten der Beschaffung der unterschiedlichen IT-Produkte in Niedriglohnländern (z.B. Russland) wahrnehmen. Seit Beginn der 90er Jahre entwickeln sich in der Russischen Föderation Tausende kleine und mittelständische Unternehmen im Bereich der Informations- und Kommunikationstechnologie. Preisvorteile gegenüber westlichen Informatikern begünstigen die Entwicklung der Ost-West-Kooperationen, wobei es nicht unbedingt eine Minderung der Qualität bedeutet. Wer frühzeitig diese Chancen erkennt und nutzt, kann erfolgreich expandieren. Russland als Lieferant von hochwertigen Softwareprodukten ist heutzutage immer noch ein Geheimtipp. Diese Diplomarbeit zielt auf die Bestimmung und Bewertung des Potentials des Landes Russland als eine Grundlage für Beschaffungs- und Kooperationsentscheidungen deutscher Unternehmen und Organisationen. Russland wirkt immer noch instabil und macht einen sehr großen Umstrukturierungsprozess durch. Niedrige Produktivität, wirtschaftliche Instabilität, mangelnde Termintreue, langsame Reformen, Kriminalität und Korruption, sowie Rechtsunsicherheit können im Einzelfall die Kostenvorteile aufwiegen. Außerdem ist die Beschaffung von Marktinformationen ungleich schwieriger als in nahezu allen anderen Märkten. Somit stellt sich natürlich die Frage, inwieweit hier die Risiken oder die Chancen überwiegen. Dafür wird eine SWOT-Analyse des Beschaffungsmarktes durchgeführt.
