Bezpieczeństwo energetyczne zawsze było przedmiotem troski wszystkich krajów świata, ponieważ wraz z modernizacją gwałtownie wzrosło zużycie energii, a życie ludzi i gospodarka narodowa stały się zależne od jej wykorzystania. Dlatego też, aby zapewnić bezpieczną przyszłość, na całym świecie podejmowane są różne inicjatywy w sektorze energetycznym. Region Azji Południowej jest istotną częścią świata ze względu na ogromną liczbę ludności i szybko rozwijającą się gospodarkę charakteryzującą się rosnącym PKB. Aby ułatwić osiągnięcie celu tego regionu, jakim jest postęp w kierunku lepszej gospodarki, w 1985 r. utworzono Południowoazjatyckie Stowarzyszenie Współpracy Regionalnej (SAARC). Jednak z powodu braku zaufania między państwami członkowskimi i dylematów politycznych stowarzyszenie to nigdy nie osiągnęło swojego pełnego potencjału. Jednak dzięki budowaniu wzajemnego zaufania i zrozumieniu szerszej perspektywy regionu, państwa członkowskie SAARC mają duże możliwości stworzenia silnej współpracy regionalnej, obejmującej dwustronną i wielostronną wymianę handlową energią między państwami oraz ogólną politykę energetyczną, która może stanowić wytyczne dla bezpieczeństwa energetycznego w przyszłości.
