Tout cela, exécuté par des Hommes et Femmes appelés communément des Diplomates mais, autant les affaires étrangères de chaque pays revêtent un intérêt primordial, autant les Diplomates ne paraissent jouer un rôle secondaire, voir nul (parlant de la Diplomatie au sommet).
