Als Fortsetzung der Innenpolitik eines Staates sind die Außenpolitik und die Diplomatie die beiden Mittel, die einem Staat zur Verfügung stehen, um seine internationale Politik zu verwirklichen, die viel Feingefühl, Flexibilität, Diskretion und Eleganz erfordert.Der Staat muss seine Anstrengungen vervielfachen, um seine Präsenz auf der internationalen Bühne zu bestätigen, sein Image bei anderen Staaten aufzupolieren und seine internationale Rechtspersönlichkeit wirksam auszuüben, und diese Rolle fällt der Diplomatie zu. All dies wird von Männern und Frauen ausgeführt, die gemeinhin als „Diplomaten' bezeichnet werden. Doch so sehr die auswärtigen Angelegenheiten eines jeden Landes von vorrangigem Interesse sind, so sehr scheinen Diplomaten nur eine untergeordnete oder gar keine Rolle zu spielen (wenn man von der Diplomatie an der Spitze spricht).
