All dies wird von Männern und Frauen ausgeführt, die gemeinhin als „Diplomaten' bezeichnet werden. Doch so sehr die auswärtigen Angelegenheiten eines jeden Landes von vorrangigem Interesse sind, so sehr scheinen Diplomaten nur eine untergeordnete oder gar keine Rolle zu spielen (wenn man von der Diplomatie an der Spitze spricht).
