En este libro del profesor Jesús Ollarves Irazábal, se explora el contexto en el que surgen las ideas sobre el terror y el terrorismo. Describe los problemas que giran en torno al concepto de terrorismo y los derechos humanos. Además, analiza el marco normativo que respalda la lucha contra el terrorismo y las tensiones que existen entre estas normas y aquellas que consagran el respeto y la protección de los derechos humanos. Examina si el principio de legalidad impone limitaciones a la legislación antiterrorista en los países del Mercado Común del Sur (Mercosur) en términos de derechos humanos, Estado de Derecho y democracia. Por último, compara la consagración normativa del terrorismo y los derechos humanos en el Derecho venezolano.
