Esta obra del profesor Luciano Parejo Alfonso,  es uno de los clásicos del derecho administrativo contemporáneo de habla hispana, que debate precisamente sore el tema más medilar dela discipliba, que es el de su definición concpetual.Fue editada inicialmente en Caracas por la Editorial Jurídica Venezolana en -1984, y luego por la Universidad Externado de Colombia en Bogotá, en 2009. Esta tercera edición, por Ediciones Olejnik de Santiago de Chile, en conjunto con la Editorial Jurídica Venezolana International, también cuenta con el prólogo del profesor Allan R. Brewer-Carías, sobre el mismo tema del concepto del derecho administrativo desde la perspectiva iberoamericana.
