Eine vergleichende Studie zur Gehaltsstruktur im öffentlichen Dienst - Aufgrund finanzieller Einschränkungen und unzureichender Ressourcen für den Zugang zu lokal erwarteten sozialen und wirtschaftlichen Möglichkeiten können bestimmte familiäre Bedürfnisse aufgrund des Fehlens des wichtigsten Faktors, nämlich eines angemessenen Einkommens, nicht erfüllt werden. Dies gab den Anstoß zu einer Studie, um festzustellen, ob die Gehaltsskala der Beamten im maltesischen öffentlichen Dienst, die in der untersten Kategorie der Gehaltsklassifizierungstabelle eingestuft sind, tatsächlich so wie sie ist realisierbar ist, und um herauszufinden, ob diese Beschäftigten in Wirklichkeit Gefahr laufen, unterhalb der Armutsgrenze zu leben.
