O desenvolvimento é um conceito relativo. Implica uma mudança sistemática e positiva nas qualidades físicas da vida das pessoas. O desenvolvimento rural significa uma melhoria qualitativa das condições de vida, especialmente das pessoas que residem em zonas rurais afectadas pela pobreza, pelo analfabetismo e por más condições de saúde. O cenário nas zonas rurais está a mudar rapidamente, com as pessoas pobres a obterem garantias de emprego mínimo e as mulheres a serem dotadas de autonomia social e económica através da sua participação em grupos de autoajuda (SHG). Está a emergir rapidamente no Estado uma economia rural com um crescimento inclusivo. O desenvolvimento agrícola, o desenvolvimento industrial, o desenvolvimento das infra-estruturas e também o desenvolvimento humano. Embora tenhamos alcançado a segurança alimentar, esta não é estável. Os problemas básicos de segurança alimentar, pobreza, equidade e sustentabilidade dos recursos são motivo de preocupação para todos nós. O Governo da Índia presta assistência aos agricultores para tornar a agricultura viável e remunerada. O desenvolvimento rural evoluiu ao longo dos anos, de uma forma mais geral, numa relação simbiótica: do desenvolvimento comunitário, passando pela Revolução Verde, até ao desenvolvimento rural integrado; e a partir de meados da década de 1980.
