Najbiedniejsi ludzie mają ograniczony dostęp nawet do rolnictwa. Dlatego są oni najbardziej narażeni i nie mają innych środków, aby poprawić swoją sytuację ekonomiczną. W związku z tym rząd musi wziąć na siebie odpowiedzialność za wyżywienie tych ubogich społeczności. Na poziomie upazila realizowane są różne programy żywieniowe i inne. Rząd realizuje kombinację bezpośrednich i pośrednich programów zabezpieczenia społecznego mających na celu eliminację ubóstwa, zarówno ludzkiego, jak i dochodowego. Jednak pomimo dużej liczby programów w ramach zabezpieczenia społecznego tempo zmniejszania ubóstwa nie jest zadowalające.
