Questo libro affronta il tema della partecipazione sociale nei progetti di pianificazione urbana, partendo dal presupposto che è attraverso la partecipazione della società civile all’elaborazione delle politiche urbane che si potrà ottenere un’efficace gestione democratica delle città. In quest’ottica, è stato condotto uno studio sulla partecipazione sociale dei residenti delle aree di Jaderlândia e Maguariaçú nel progetto 'Sanear Ananindeua', con l’obiettivo di individuare in che misura la partecipazione sociale fosse contemplata in questo progetto e se la Caixa Econômica Federal (CAIXA), in qualità di gestore del progetto, avesse effettivamente favorito la partecipazione in linea con il modello di gestione democratica della città. L’arco temporale della ricerca va dal 2006 al 2010. La partecipazione sociale è il tema centrale di questo studio perché il progetto in questione ha ricevuto finanziamenti dal Programma di Accelerazione della Crescita (PAC) e perché la partecipazione sociale nei progetti urbani è attualmente un requisito del Ministero delle Città (MCIDADES).
