Der Autor zeigt, dass es dazu einer dezidierten Analyse der gegenwärtigen und zu erwartenden Konsumentenstrukturen und -bedürfnisse und der auf den Konsumenten einwirkenden Mechanismen bedarf. Das Ziel, weiche Faktoren messbar zu machen, wird mithilfe von kausalen Abhängigkeiten eingegrenzt. Die Zielsetzung dieses Bewertungsinstrumentes ist die Entwicklung einer transparenten, pragmatischen und gleichzeitig möglichst umfassenden Entscheidungshilfe.
