Um die besonderen Herausforderungen für die Wirtschaft und auch die Wirtschaftsförderpolitik in Berlin zu verdeutlichen, wird zu Beginn der Arbeit ein kurzer Abriss der Geschichte des Wirtschaftsstandortes Berlin im 19. und 20. Jahrhundert geliefert. Dem schließt eine Betrachtung des Strukturwandels der Berliner Wirtschaft an, die zu der These hinführt, dass der Wandel von der Industrie- zur Dienstleistungsstadt vorerst als gescheitert angesehen werden muss.
