Inhaltsangabe:Einleitung: Nicht zuletzt die Finanzknappheit von Bund und Ländern und die hohe Staatsquote zwingen die öffentlichen Verwaltungen Kosten einzusparen, um ihre Handlungsfähigkeit zu erhalten. Wichtigste Überlegungen sind hierzu die Überprüfung aller übernommenen Aufgaben, um den Wandel zur effizienten und moderne Dienstleistungsverwaltung zu vollziehen. Er gilt zu untersuchen, inwieweit Aufgaben der Verwaltung kostengünstiger über externe Anbieter abzuwickeln sind. Im Rahmen der Arbeit wird der Transaktionskostenansatz der Neuen Institutionenökonomie auf seine Anwendbarkeit zur Prüfung der Ausgliederungsfähigkeit von Verwaltungsfunktionen am Beispiel des Ressorts Personal und Organisation der Stadtverwaltung Wuppertal untersucht. Hierzu gliedert sich die Arbeit in fünf Kapitel. Die Einleitung problematisiert die Themenstellung und zeigt den Aufbau und die Zielsetzung der Arbeit auf. Im zweiten Abschnitt wird die Transaktionskosten—Theorie sowie verwandte Ansätze der Neuen Institutionenökonomie beschrieben und die wesentlichen Einflußgrößen herausgearbeitet. Im dritten Abschnitt wird die Aufbauorganisation des zu untersuchenden Ressorts beschrieben und eine Ausgliederungsfähigkeit von Funktionen qualitativ untersucht. Aufbauend auf dem im zweiten Kapitel erarbeiteten theoretischen Grundgerüst wird im vierten Kapitel die Ausgliederungsfähigkeit an drei Funktionen exemplarisch geprüft. Die Arbeit schließt mit einer Zusammenfassung der wichtigsten Ergebnisse im letzten Kapitel.
