Seit den 1990er Jahren ist die Region der Großen Seen in Zentralafrika (Ruanda, Demokratische Republik Kongo und Burundi) das Epizentrum ethnischer Konflikte zwischen Hutu und Tutsi, die durch ein Klima der Unterdrückung und sozialen, wirtschaftlichen und politischen Diskriminierung ausgelöst werden. Abgesehen von ihrer unvermeidlichen Internationalisierung waren die Kämpfe zwischen Hutu und Tutsi jedoch durch skrupellose Menschenrechtsverletzungen gekennzeichnet, die auf ein breites Repertoire an extremer Gewalt und die aktive Beteiligung der Zivilgesellschaft an den Kämpfen zurückzuführen sind, bei denen ihnen nahestehende Personen, einschließlich Familienangehörige, auf brutale Weise getötet wurden. Dieses Ergebnis wäre nicht möglich gewesen ohne die Unterstützung eines Diskurses des ethnischen Hasses, der von den Eliten über die Medien verbreitet wird. Dieser Diskurs hat einen starken Einfluss auf die afrikanische Gesellschaft und wird seit der Kolonialzeit zur Instrumentalisierung des ethnischen Hasses verwendet, um tiefe Gräben zwischen den Menschen zu schaffen und gewalttätige soziale Bewegungen zu provozieren, die auf ein bestimmtes Ziel und Interesse hinarbeiten.
