Der Sudan ging mit zahlreichen Konflikten ins 21. Jahrhundert. Diese Konflikte haben zu einem enormen Verlust an Menschenleben geführt und die Fähigkeit des Landes, sich wieder aufzubauen und zu entwickeln, stark beeinträchtigt. Das umfassende Friedensabkommen zwischen dem Norden und dem Süden aus dem Jahr 2005 und der jüngste Waffenstillstand zwischen der sudanesischen Regierung und den Rebellen in der Region Darfur bieten dem Sudan die Möglichkeit, seine zukünftigen Entwicklungs- und Sozialprioritäten zu erfüllen. Die Schuldendienstkapazität des Sudan wird durch schwankende Ölpreise, hohe Ausgaben für seine regionalen Friedensabkommen und die Notwendigkeit, wichtige Programme zur Armutsbekämpfung und zum Wiederaufbau umzusetzen, eingeschränkt. Die Behörden haben den IWF gebeten, den Beitritt des Landes zum Entschuldungsprogramm im Rahmen der Initiative für hoch verschuldete arme Länder (HIPC) zu erleichtern.
