Estes incluem o Plano de Desenvolvimento da Saúde 2011-2015 e a política de cuidados de saúde gratuitos para crianças com menos de cinco anos. Os investigadores mobilizaram uma grande quantidade de literatura para explicar as várias dimensões do fenómeno da mortalidade. Todos parecem concordar que a dimensão socioeconómicaa dimensão socioeconómica explica o fenómeno.
