Abuja statt Arusha! So lässt sich dieses Buch zusammenfassen. Es untersucht sowohl analytisch als auch vergleichend den Stand der Dinge in Bezug auf den direkten Zugang von Einzelpersonen zu den beiden in diesen Städten eingerichteten Menschenrechtsgerichten. Die Frage der direkten Anrufung der Menschenrechtsorgane ist so alt wie das afrikanische System selbst. Sie wurde jedoch durch das Protokoll von Ouagadougou neu belebt. Es sieht nur scheinbar eine direkte Anrufung vor. Da der Gerichtshof in Arusha doppelt gesperrt ist, bleibt er sehr schwer zugänglich. Einzelpersonen können ihn nur über zwei Kanäle erreichen: entweder indirekt über die zaghafte Vermittlung der Banjul-Kommission gegen die 34 'rechtschaffenen' Staaten, die seinem Protokoll beigetreten sind, oder außerordentlich direkt gegen die 8 'mutigen' Staaten, die seine obligatorische Zuständigkeit gemäß Artikel 34 (6) seines Protokolls anerkannt haben. Unabhängig vom Kanal listet das Dokument die zahlreichen Hindernisse auf, die den Weg nach Arusha versperren. Diese werden im Vergleich zu dem flexibleren, universellen und obligatorischen Zugang analysiert, den der Gerichtshof in Abuja einzelnen westafrikanischen Klägern bietet.
