Das Wasser des Flussbeckens wird von einigen Nachbarländern begehrt, die unter Wassermangel leiden, wie z.B. der ausgetrocknete Tschadsee. Dies ist auf mehrere Faktoren zurückzuführen, die zusammenkommen: die globale Erwärmung, die unkontrollierte Bewässerung, der Bau von Staudämmen an den wichtigsten Wasserläufen, die den See speisen, und die galoppierende Bevölkerungszahl in diesem Gebiet. Es gibt mehrere Projekte, die darauf abzielen, Wasser aus dem Kongobecken zu entnehmen, um den Tschadfluss wieder in Gang zu bringen. Allerdings müssen für diesen Wunsch einige Vorbedingungen erfüllt werden, die sich als Hindernisse für diese Anträge erweisen, insbesondere in den Bereichen Umwelt, Recht und Finanzen. Außerdem haben mehrere kongolesische Experten darauf hingewiesen, dass der ideale Ort die Mündung des Kongoflusses in den Atlantischen Ozean wäre.
