Ce travail porte sur le déficit qualitatif des logements sociaux à Belo Horizonte. Il propose une étude méthodologique s’inscrivant dans le cadre des mesures proposées ces dernières années, notamment par des organismes tels que la Companhia Urbanizadora e de Habitação de Belo Horizonte (URBEL), afin d’améliorer la qualité du parc immobilier existant. À travers une étude de cas, une analyse du programme municipal Família Cidadã: Cidade Solidária (Famille citoyenne : ville solidaire), lancé en octobre 2009, est réalisée afin de constater les gains réels obtenus grâce à la mise en œuvre de programmes qui valorisent et rénovent des environnements précaires nécessitant des améliorations.
