Nos últimos anos, o financiamento baseado no desempenho (PBF) permitiu estabelecer um modelo de financiamento com o máximo retorno para os mais pobres. Mas o PBF não se fica por aqui: é um sistema que reforça a capacidade de controlo das comunidades e dos pacientes. Além disso, a abordagem do PBF requer um grande envolvimento de todas as partes, sejam elas profissionais de saúde, governo, instituições de saúde ou comunidades.O financiamento baseado no desempenho é uma estratégia de financiamento da saúde baseada nos resultados, assente numa relação contratual entre os vários actores do sistema de saúde, e difere do financiamento tradicional baseado nos meios, em que as estruturas de saúde recebem todos os meios necessários para funcionar, sem qualquer obrigação de obter resultados (PNDS, 2016-2020). De um modo geral, a aplicação do financiamento baseado no desempenho requer mudanças profundas e, por conseguinte, necessita de um processo cuidadosamente gerido de sensibilização, informação das partes interessadas, orientação e formação a todos os níveis do sistema de saúde.
