Esta obra indaga las concepciones de calidad educativa subyacentes en las voces de múltiples actores sociales y en los planes de desarrollo en el departamento de La Guajira, un territorio caracterizado por la presencia de grupos étnicos diversos, en el que la baja calidad educativa representa una amenaza para el desarrollo social. Resulta notorio que en estos instrumentos prevalece una concepción de calidad educativa que, desde los marcos de política nacional y regional, desconoce las particularidades pluri-étnicas de los territorios para centrarse en dimensiones como las infraestructuras y la dotación de las instituciones, que si bien son importantes son insuficientes. Frente a esta imposición material, eminentemente funcionalista, la obra propone una concepción de calidad educativa fundamentada en el reconocimiento de los grupos étnicos, el diálogo de saberes y la identidad cultural. 10
