À qui sert la communication publique ? De manière simple et objective, nous pourrions répondre ce qui semble évident : elle sert la société dans son ensemble, puisque la communication publique est une communication qui contribue à des questions d’intérêt public. Bien qu’elle soit claire et directe, la réponse ne semble pas tenir compte de la complexité de la question. Le débat sur la construction d’un concept de communication publique, ainsi que sur la compréhension de sa pratique, a suscité des recherches universitaires nationales et internationales depuis la fin du 20e siècle. Interprété de manière générique, le mot communication légitime tous les types de discours et sert différents intérêts, y compris ceux des gouvernements. En ce sens, l’échec (ou l’absence) de consensus sur ce qu’est ou n’est pas la communication publique semble être un avantage pour les organisations privées (telles que les entreprises et les partis politiques) et, surtout, pour l’administration publique. L’objectif est que les informations soient diffusées par les médias en tant que questions d’intérêt public. Il est encore mieux que ces questions soient qualifiées de nouvelles journalistiques et diffusées par la presse, qu’elle soit commerciale ou publique. C’est le sujet de cet article.
