Despite the administrative division, Haut-Lomami is a mono-ethnic province with pockets of Zela in Malemba-Nkulu, Sanga in Bukama, Songe in Kabongo and Cokwe and Songe in Kaniama. What’s more, the Luba people generally share the same language and the same history, but not, in particular, the same culture. All these linguistic elements should cement the cohesion of the Luba space, and constitute a more powerful people and develop this province.In spite of this, Haut-Lomami has become the scene of recurring conflicts between the leaders of the institutions. All these disputes are at the root of the institutional crisis. That’s why we’ve taken a closer look at this gloomy situation to find out the ins and outs of this institutional crisis.
