La letteratura ha identificato molti fattori socioeconomici che migliorano la salute della popolazione. Tuttavia, la letteratura esistente ha prestato poca attenzione al ruolo dei fattori politici nello spiegare i risultati sanitari. Garantire una salute migliore è una funzione fondamentale dello Stato. Ora la domanda è quanto lo Stato sia in grado di fornire migliori risultati sociali ed economici, dipende dalla sua capacità.
