Das Buch untersucht die Lage der Bevölkerungsforschung in Deutschland in den 1920er Jahren zwischen ihrer Herkunft aus der Nationalökonomie und ihrer Verlockung durch die Biologie einschließlich der Erblehre und der Rassenhygiene, ihre 'kulturwissenschaftliche' Variante aus der Leipziger Tradition, ihre institutionelle Förderung und ihre statistische und grafische Erarbeitung. Die 'wissenschaftliche Basis' für die Politik des Nationalsozialismus wurde in den 1920er Jahren in Deutschland gelegt - die 'Bevölkerung' war eine ihrer Problemfelder wie ihrer Zielgruppen. Ein 'Volk ohne Jugend' brauchte dennoch 'neuen Lebensraum im Osten': Die Widersprüche wurden sorgsam aufgearbeitet. Die Selektion hatte längst begonnen.
