In diesem Buch werden die Auswirkungen von Eingriffen der Gemeinden in Pipelinetrassen untersucht, die ein großes Umweltproblem in diesem Land darstellen. In der neueren Literatur wurde dieses Problem auf ein erklärendes Podest gestellt, um Abhilfe für diese nicht mehr zeitgemäße Situation zu schaffen. Eingriffe in die Pipelines haben dazu beigetragen, dass die Aktivitäten von Vandalen in den Gemeinden, durch die die Pipelines verlaufen, zugenommen haben. Aufgrund der Unzulänglichkeiten der Sicherheitsbehörden sind diese Gemeinden außerdem immer anfälliger für die Aktivitäten verschiedener Vandalengruppen geworden, die sich gebildet haben. Um dieser kommunalen Bedrohung entgegenzuwirken, wird empfohlen, die Sicherheitsvorkehrungen zu verstärken, insbesondere entlang der Pipelinetrasse und auch innerhalb der Gemeinden.
