O desenvolvimento de parques industriais na Etiópia já começou há muito tempo, mas até à data não atingiu o crescimento esperado. A maior parte das construções de parques industriais tem por objetivo atrair investidores estrangeiros e não investidores locais. Os parques industriais a construir devem ser bem organizados e as infra-estruturas devem estar completas. Em primeiro lugar, devem implementar uma gestão de projectos eficaz; se não o conseguirem fazer, não poderão ser competitivos a nível mundial. Uma das principais caraterísticas de uma gestão de projectos eficaz é a implementação de uma gestão sistemática e formal dos riscos do projeto, sendo necessário ter em conta a possibilidade de riscos elevados nos projectos de PI. Se o projeto não tiver em conta os aspectos ambientais e sociais da comunidade, a duração dos futuros projectos de desenvolvimento será mais perigosa. Para resolver este problema, quando este estudo foi realizado, a comunidade foi incluída através da recolha de uma amostra da sua compreensão do parque industrial, e verificou-se que a maioria dos funcionários e gestores de projectos não possui conhecimentos e competências suficientes em matéria de gestão de riscos de projectos.
