O Departamento Alfandegário da Tailândia estabeleceu uma meta organizacional de se tornar uma alfândega de classe mundial, melhorando o sistema de trabalho, a descrição das funções e as responsabilidades para promover os melhores serviços e focar na orientação ao cliente. O projeto piloto de utilização do selo eletrónico num sistema sem papel para alfândega eletrónica no processo de transporte de mercadorias da zona franca eletrónica. O Departamento Aduaneiro da Tailândia e a Western Digital Company coordenaram um teste entre 2007 e 2011, inclusive, testando o controlo do transporte de mercadorias entre três zonas industriais: Nava Nakorn, Bang Pa-in e Hi-tech. Esta pesquisa é qualitativa, utilizando três metodologias: pesquisa documental, observação participativa e entrevistas aprofundadas. O projeto foi bem-sucedido porque tanto o governo quanto o setor privado cooperaram na concepção do sistema. Todo o pessoal envolvido aceitou o sistema no mais alto nível nas três variáveis de compatibilidade com a política da organização, eficácia do sistema e competências profissionais das partes interessadas. Este sistema pode ser aprimorado para uso geral no futuro.
