In *An X-Ray of Public Policies in Mozambique* by Tubias Capaina, the author presents a critical assessment of the Mozambican state by highlighting the disconnect between institutional discourse and social reality, analyzing everything from governance-marked by advances in decentralization and limitations in redistribution- to the prison system, which functions as a 'total institution' that produces exclusion and recidivism, and covering urban and digital dynamics where intimacy is commodified in contexts of vulnerability, and through energy and mining megaprojects that generate growth without social inclusion, with severe marginalization of micro, small, and medium-sized enterprises (MSMEs) and the use of corporate social responsibility as a means of legitimization; against this backdrop of 'institutional silence' across various sectors of the state, the author concludes that the country faces a structural crisis of citizenship and proposes the Theory of Cultural and Institutional Sustainability as an alternative, advocating a development model rooted in local knowledge, community participation, and social justice as its central axis.
