Trotz des langsamen wirtschaftlichen Fortschritts hat Himachal Pradesh eine beeindruckende soziale Entwicklung verzeichnet, wobei die Alphabetisierung einen der wichtigsten sozialen Aspekte darstellt, in dem erhebliche Fortschritte erzielt wurden. Zum Zeitpunkt der Volkszählung 2011 lag die Alphabetisierungsrate des Bundesstaates über derjenigen Indiens. Betrachtet man die Alphabetisierungsrate der registrierten Stammesgemeinschaften im Vergleich zur Gesamtbevölkerung, so zeigt sich eine deutliche Diskrepanz zwischen den Alphabetisierungsraten dieser beiden Gesellschaftsgruppen in Himachal Pradesh. Die relativ niedrige Alphabetisierungsrate der registrierten Stammesgemeinschaften lässt sich auf historische Gründe und ihre anhaltende Rückständigkeit zurückführen. Zweitens ist die Mehrheit der registrierten Stammesgemeinschaften entweder landlos oder besteht aus Kleinbauern, was einer der Gründe für ihre anhaltende Armut ist.
